| George S. Dunlop -
Chairman George S. Dunlop is a founding member of Washington
Capital Partners and a founding investor in MicroBanx Systems.
Currently he is a senior official in the Bush Administration.
Previously, he was CEO of Century Communications, Inc. (CCI), a
privately-held corporation that provides sales and marketing,
management consulting and government relations services to
businesses and non-profit organizations and undertakes private
investments, entrepreneurship and philanthropy. Mr. Dunlop was
Assistant Secretary of Agriculture for Natural Resources and
Environment for President Ronald Reagan and served four years as
President and CEO of the United Fresh Fruit and Vegetable
Association. Mr. Dunlop was a senior officer of the United States
Senate from 1973 to 1986, including service as Chief of Staff for
the Senate Committee on Agriculture, Nutrition and Forestry. He
served in the United States Marine Corps from 1966 to 1968 and in
the U.S. Marine Corps Reserve from 1970 to 1978. He holds a 1970 BA
degree from Catawba College, a 1972 MA from Lehigh University and
graduated from the Duke University Institute for Policy Sciences in
1973. He serves on the Board of Visitors for George
Washington’s Mount Vernon, and is a member of the Board of
Christian Freedom International. |

| The Honorable Tidal
W. McCoy, Chairman and Founder of Washington Capital Partners, is
Chairman of the Space Transportation Association (STA) of the USA.
He served intermittently as Acting Secretary and Under Secretary of
the U.S. Air Force from 1981 to 1988; Assistant Secretary of the
U.S. Air Force for Readiness Support, and Assistant Secretary for
Manpower Reserve Affairs and Installations from 1981 to 1988;
National Security Affairs Assistant to Senator Jake Garn from 1979
to 1981; Scientific Assistant to the Assistant Secretary of the
Navy for Research Engineering and Systems in 1977; and Deputy
Assistant and Staff Assistant to the Secretary of Defense from 1973
to 1977. In 1972, Mr. McCoy served on the National Security Council
at the White House and at the CIA. He was a Founder and Vice
Chairman of the George Washington National Bank and serves as a
director of MicroBanx and on numerous boards. The Honorable Tidal
W. McCoy has received many of the highest military and civilian
awards in the United States. He graduated from the United States
Military Academy, West Point, NY, in 1967 with a BS in Engineering,
and George Washington University, Washington, DC, in 1975 with a MS
in Business Financial Management. |
| Richard Moss

| Richard Moss is
Chairman of MACOSA, the developer of COBIS and has lived in Ecuador
for 45 years. He was born and reared in Japan, and attended The
American School in Japan and Amherst College. During World War II,
he enlisted in the U. S. Navy’s Japanese Language School and,
graduating with a commission in the U. S. Marine Corps Reserve,
served as a combat Marine Japanese Language Officer. He transferred
to the Inactive Reserve in 1946 and entered the employment of The
National Cash Register Company (NCR) in New York City. In 1949, he
was recruited to serve in the Executive Office at NCR’s
headquarters. Mr. Moss left NCR in 1953 to work in his
father-in-law’s firm in Paraguay, returning to the NCR
business in 1956 when NCR offered him its distributorship in
Ecuador. Mr. Moss was honorary consul general of Japan for 28
years, receiving from the Emperor the Third Class Order of the
Sacred Treasure for his distinguished services, and he is presently
the honorary consul general of Paraguay in Quito, Ecuador. He was
formerly a member of the U.S. Defense Orientation Conference
Association. Mr. Moss initiated the activities of Mitsubishi
Corporation in Ecuador and served as consultant to that company and
to The Bank of Tokyo. He is engaged in various public and
charitable activities and serves on the boards of several
companies. |

| Edwin Peck, native
of Florida, is the President and Founder of Peck & Associates
Construction, Inc., a commercial general contracting firm in the
state of Florida for the past 28 years, President and Founder of
Peck Leasing Corporation, Chairman of the Board and President of
Inlet Harbor Marina & Restaurant. In addition, Mr. Peck was
Chairman of the Board and Board Member of Halifax Medical Center,
President and Founder of Peck Drywall & Plastering, President
of Aberthaw-Peck Construction, President of Atlantic Travel Agency
which won the INC 500 award in 1992 for being raked 129th fastest
growing company in America, was also President of Fun Vacations
Travel Centers and President of Atlantic Travel Special Ties. Mr.
Peck is a Florida State Certified General Contractor, a Florida
Real State Salesman, and Emergency Medical Technician and a General
Contractor State of Alabama. Mr. Peck has received many personal
honors including the Joint Civilian Operation Conference 51, LeRoy
Collins Award and Distinguished Alumni Award. Mr. Peck has served
in several Boards including Halifax Medical Center, Public Offices,
Societies, Associations, Chamber of Commerce, Daytona Beach
Community College, East Central Building Industry Association,
National Commercial Builders Council and Condominiums. Mr. Peck
graduated from Daytona Beach Community College with an AS in
Building & Contracting Technology. |

| William C. Moss is
President, Founder, and Chief Executive Officer of MicroBanx, a
founding member of Washington Capital Partners and of Interamerican
Merchant Investors, LLC, an international e-business and investment
development firm. He is an experienced manager, with a strong
professional background that includes high-tech start-ups and
established companies in the U.S. and Latin America. He is deeply
rooted in information technology, having spent fifteen years with
MACOSA, a prestigious builder and marketer of banking systems
(COBIS), as Corporate CEO and as President of its U.S. and Latin
American subsidiaries, with major Inter-American business
development responsibilities. Mr. Moss has also served as Vice
President and Chief Information Officer for the Overseas Private
Investment Corporation in Washington, DC, and Vice President for
Investment Management of CoMat, LLC, an international private
equity fund. He graduated from Cornell University, Ithaca, NY, with
an MBA (1984) and a BS in Economics (1977). He is fluent in Spanish
and English. |
| Mark Ryland – Chief Technology Consultant

| Mark Ryland retired
from Microsoft Corporation in 2000 after filling a variety of top
technical positions of increasing responsibility. From 1998 to
2000, he was Microsoft's Director of Standards Strategy in which,
at the request of senior management, he established a new
organization for cross-corporate analysis and coordination of the
company's involvement with standards organizations. He played a
major role in formulating strategic standards initiatives at W3C,
IETF, and ECMA. Mr. Ryland's last major project was to initiate and
convince senior management to proceed with the C#/CLI ".NET"
standardization project at ECMA, which was successfully concluded
in December 2001. He also served as Microsoft's representative to a
variety of standards organizations such as ANSI/NCITS, ECMA,
ISO/IEC, JTC1, US TAG, OMG and other groups. Prior to 1998 he
served as Senior Technical Evangelist, Developer Relations Group;
Lead Program Manager, COM/DCOM, within the Windows product
development team; Senior Program Manager within the "Cairo"
advanced operating systems project; and Senior Architectural
Engineer, Microsoft Federal Systems. Before joining Microsoft in
1991, Mr. Ryland was an attorney in private practice in Washington,
DC. Since retiring from Microsoft, Mr. Ryland has been President of
AMDG Systems (www.amdgsystems.com), an IT consulting firm. Mr.
Ryland also serves as Chief Technical Officer for Mpower Media,
LLC, a firm developing products that provide information and
entertainment choices in both television and Internet
